They certainly could. I don't think it's in YouTube's interest to get too heavy handed with regulating that kind of content until it becomes more directly harmful. And even then, it's an indirect interest not necessarily a direct one.

Note - under Marco Rubio's proposed legislation to fight "woke corporations", a Google shareholder could sue the company for this, and the burden of proof would be on the company to demonstrate that it was actually in the company's direct financial interest to do this. And individual directors/officers would have personal liability.
