I guess we'll find out. It seems that way with Lance being the back up punt returner. Then they could also slide him into the 5th receiver spot if they decided to run any 5 receiver sets. I just don't see Rod Harper making it on the field even if he is active. Here's why.

Payton is determined to get Reggie a certain amount of touches per game. I think that that returning punts is 1 way he likes to get Bush in the game. I just don't see him taking that away from Reggie yet.

Secondly, Payton does have much need to run 5 receiver sets anymore. If you notice, most of the empty backfield sets this season have not featured 5 WR's. Most of the time they are either 3 recievers, Reggie, and Shockey. The other option is 4 receivers and Reggie or 4 recievers and Shockey.

I'm not saying Rod Harper won't see the field for sure. I'm just saying I won't be surprised if we don't see him. But then again, that's JMO. We'll see for sure on Sunday.

What exactly is the issue with his knee? Is it a sprain?

I too have asked that question but no one here seems to know the answer. Seems as if Payton is keeping it hush hush.
