Not sure exactly how it should be, but it seems quite unfair that the D can keep getting "1 inch penalties" near the goal line, but if the offense then flinches they get Five Yard penalties.

Seems to me that for each "1 inch penalty", the Offense is only penalized "1 inch as well" if they incur an infraction on the same series of downs near the goal line.
