Cisco ASA 5505 Ports (1 Viewer)

I am trying to open a port and I'm fairly certain I typed the right commands, yet the port stays closed. Can anyone verify.

access-list outside_access_in extended permit tcp any interface outside eq 9002
static (inside,outside) tcp interface 9002 10.0.3.230 9002 netmask 255.255.255.255

This exact code works for another port I opened.

My cousin took a look at it and the port is indeed open on the ASA.
