No, It wasn't a thing this year because it being the last year of the CBA. It got signed and resolved.

Yeah as Taker mentioned, it only happens in the last year of the CBA in the event that a new one isn't agreed upon and ratified in time resulting in a lockout the following year.

Had they allowed teams to spread out dead money cap hits this year across the 2020 and 2021 seasons and then a lockout occurred for the 2021 season if a new CBA couldn't be agreed upon, then teams could've gotten out of half that dead money counting against their cap.

But since they agreed upon and ratified the new CBA, it's ensuring football beyond the 2020 season and thus 2020 becomes another normal league year including June 1st cuts.
