Homework first, and dinner, then they can play. The 12 year old has the same rules as the other 3 (9, 6 & 5), but she spends all her time on youtube and tween forums (monitored, of course).
On the weekends, if we're home and not busy, I let them relax. We stay quite busy, so its rare that we have a day or 2 on a weekend where we can all just game our brains out.
We don't watch much television, so video games are the family's primary source of entertainment. We play together as much as possible. The Wii U is fantastic for that - even the 5 year old can play games and enjoy them.
At the same time though, if they've been playing all day, I'll peel them off in the afternoon and take them outside to the park, or to ride bikes, or something to break up the monotony. Then, by the time we do dinner & baths, they get a little down time before bed.
