The team has been good at identifying value picks on offense but not so much on defense. I wonder who on defense has the most weight when it comes to decisions in regard to who we cut and who we keep on that side of the ball? Take Ninkovich for example: certainly Sean would have relied on the opinion of a defensive coach to release him.

Why can our defense change coordinators but not consistently (or more like rarely) field a Top end defense?

Who might have that much influence on defense? The Asst Head Coach? Someone else?

Rick Reiprish. He is the head of scouting. He has the official say on what grades each player in the draft should get. He's been deciding the defensive talent in the deaf since 2004, which is funny because that's about the time we stopped drafting good defensive players. He'll be hired to a GM job soon, so hopefully we'll bring in a better defensive evaluator then.
