Email notification of folder change (1 Viewer)

Can anyone recommend a method or decent utility that can monitor a local or network folder for new files and send an email notification or desktop notification that a new file has arrived?

I need a way to be notified by email that a sales rep has saved a new order in a folder. I do not need the file, just to be informed that it was saved in a folder.

Could not see how it would send to an email but it did pop up a notification window which is fine.
