What’s the meaning behind this comment?

Sorry so late. The implication was that people who may find themselves caught up in the lower level illegal activity of the cartels in Mexico are career criminals and would prefer a life of crime even if offered the opportunity to earn an honest living. I don’t think that’s the case for the vast majority.
