I think my vote is In Living Color. Chapelle show is also great and to me it has the best individual skits. But for the complete body of work it’s ILC.

I grew up watching SNL, Monty Python, In Living Color, Mad TV (shocked no one said this yet), Mr Show, and Kids in the Hall (still go around crushing heads). They were all brilliant in their own way, but almost every Chappelle skit was absolutely hilarious. Hell, the skits that didn't make the cut were better than whole decades of SNL.

While ILC had some great skits it also had some SNL or MadTv level clunkers
