Well, given that GH day is February 2 and winter officially ends March 22 - approximately 6 weeks - it makes sense that 6 more weeks of winter should be in store.

But he doesn't always see his shadow: In the last 20 years, he didn't see it in 2007, 1999, 1997, 1995, 1990.

I didn't actually mean every year, but he sees his shadow about 90% of the time.

Close - according to that website, he has seen it 96 times and not seen it 14 times. That's about 87%. In the last 20 years, however, he has seen has shadow less frequently, 15 out of 20 times for 75% frequency.

The answer for this disparity is clear: global warming is real.
 
Unless that little ****** is blind, drunk, or both, then he sees his shadow every year at some point. He's just not reporting it to our *****.

It doesn't matter if or when he sees his shadow as a general proposition. It's "whether" he sees his shadow at a specific moment on February 2nd.

It is a very sophisticated weather prediction ceremony.
