Pretty sure the group that selects the Super Bowl venue and Goodell have an agreement of sorts. He gets to pull rank when a stadium is built or partially financed with tax dollars, otherwise he stays out the way.The commissioner has great say over where the Super Bowl is held. You think Goodell wasn't the driving force behind NYC getting the game next year?
If New York doesn't build a new stadium they don't host a Super Bowl. In fact, unless you are New Orleans or Florida cities very rarely host a Super Bowl without building a new stadium with help from the tax payers. Cities that are north of I-10 never host the Super Bowl without stadium deals.
2014- New York- New Stadium with help from taxpayers
2013- New Orleans
2012- Indy- New Stadium with help from taxpayers
2011 in Dallas- New Stadium with help from taxpayers
2010 in Miami
2009- Tampa Bay
2008- Pheonix- New Stadium with help from taxpayers
2007- Miami
2006- Detroit- New stadium with help from taxpayers
2005- Jacksonville
2004- Houston- New Stadium with help from taxpayers
San Diego has had 3 Super Bowls but none since 2003 and since that Qualcom has become one of the worst Venues in the league and the NFL and Chargers want a new stadium. They will hold the Super Bowl as leverage until they get one.
2015- Pheonix will get its second super bowl, the first since 1996 without building a new stadium.
2016 since the Super Bowl has gone without Florida for 7 straight years or more only once. Plus it will be Super Bowl 50 and the NFL will want to guarantee a good time. Only other possibility is L.A.
2017 it will probably go to either Miami or L.A, which ever loses out on the 2016 game.
2018- Will go to Houston unless a team gets a new stadium in the next 2 years.
The way I see it, 2019 is the next chance we'll have to host a Super Bowl and this whole mess with Goodell will be long forgotten for the most part and with him only having some influence the only way his treatment in New Orleans is a factor is if someone shoots him in the face and even then we don't have to worry about what Goodell thinks.
