That's a vague definition...not capable of being improved on could mean...

1. It is too good to get any better as in, "There are several threads in the trash bin whose entertainment value is unexcelled."

2. It is bad, but just can't improve as in, "The entertainment value of a Reggie Bush thread is unexcelled."

See, two different meanings. Very confusing.
