Hmmm. Good question. I imagine if they are planning to cut you they can take you off anytime they want. But once your on IR i believe you are ineligible to play for that team for the rest of the year, but once you hit Free Agency if a team picks you up i believe you are eligible to play for that team. Not sure though.

if they gave him an injury settlement he can sign with any team, including the saints, at any time. just like hollis thomas did last year after tearing his triceps.

Actually, the signed him the day after they reached the injury settlement. He was hurt in August and put on IR then and we resigned him in October. There's no special rules for the NFL because after the settlement if it's a young player they have to clear waivers. If they've vested to unrestricted free-agent status (4 years now 6 in uncapped) then they are free to sign with any other team once the settlement is done. So teams can't manipulate the player unfairly, and other teams are able to offer an insanely high contract, no one can be cheated, and no special rules are needed.

You can take someone off of IR if you give them an injury settlement. Basically, you pay their yearly salary. At that moment, any team can sign them. I think the club that does the injury settlement has to wait a period of time to re-sign them. I think it's equal to the number of weeks they were on IR.. or it's 6 weeks. H. Thomas was dealt with this way last year. And no, he was not re-signed the day after we cut him and did the injury settlment, we had to wait 6-8 weeks. Any other team could have signed him, but he waited for us.

basically it means his injury may not be that bad, and since we lost Heath Evans for the year, we might consider bringing him back in if we don't like the new guy we brought in.

hollis was released, we had to wait 6 weeks before we could resign him. No one picked him up in those 6 weeks which allowed us to resign him. We didn't settle with him and then resign him, we did so 6 weeks later.

To clarify, Hollis Thomas was NOT put on IR. He was released, instead, with injury settlement, the day after they initially reported that he was to be placed on IR.

Once a team puts a player on IR, the player can be released, but I'm pretty sure he's not eligible to play that season.

The New Orleans Saints reached an injury settlement with DT Hollis Thomas on Thursday, avoiding placing the 13-year veteran on the injured reserve list and paving the way for Thomas to return to the Saints — or another NFL team — this season.
Thomas was injured in the days leading up to the Saints’ second preseason game of the preseason during a joint practice with the Houston Texans. Thomas suffered a torn triceps and had subsequent surgery to repair the muscle.
The Saints carried Thomas on their active roster after the preseason ended, knowing that it would be at least until October before Thomas would be ready. But an injury to DT Antwan Lake last weekend forced the Saints' hand. Needing the extra roster spot, the Saints announced their move to place Thomas on IR earlier this week and signed Alvin McKinley.
But by releasing Thomas, he could return to the Saints this season. Saints head coach Sean Payton said that the team would monitor Thomas' progress as he rehabs his injury.

You're pretty much on target.

He was given the injury settlement on 9/11/2008: http://profootball.scout.com/a.z?s=127&p=9&c=2&cid=789717&nid=3668839&fhn=1

We resigned him on November 3, and I think it was over 6 weeks because he wasn't healed.

Your second guess on length was right: it's fixed at 6 weeks, and no team can sign them during that time.

PFT evidently pulls down articles after a year (I've hit this before), but this page has the start of a piece there: http://regator.com/whatshot/Injury_Settlement/ Thomas was placed on IR, but apparently you have only 5 days to negotiate a settlement after that point, and they did.
