Making Moving Sigs? (1 Viewer)

Can someone tell me the easiest to use program for making sigs like this one.
Have paint shop pro 9 to work over the logo's but have not been able to get one to work properly.

Probably the easiest is a program that does .gif animations. I dont know of any off hand, but you could probably find one online. I found this online and it says it is free, but I have never used it: http://www.gifworks.com/
