Both sellers and buyers could get around the limitation, for a fee. The bill would fine manufacturers that sell a device without the blocking system, but they could opt out by paying $20 per device sold. Buyers could also verify their age and pay $20 to remove the filter.
So effectively every computer manufacturer would be required to fund developing absurd software so the state could levy a $20 per computer tax on access to porn, or just pay the troll toll themselves on all computers and pass the cost on as a hidden tax to all consumers. Brilliant. Who says the GOP isn't a party of ideas?

I'd have to read the bill, but this seems like it would have more to do with Human trafficking and prostitution and porn is going along for the ride??
That's only a minor funding outlet. The thrust is the fact that manufacturers would wind up just paying it to do business, since programming some specialized filter to meet their criteria and to risk being called out of compliance would be way more costly than $20/unit paid up front and passed on. The block is on all pornography of any kind, pornography as defined by a South Carolina Republican.

By the way, same guy is behind a bill to allow teachers to be full preachers.

I'm sure though that amendments or other laws would ensure the arrest of any teacher working Islam into the curriculum, because that would be terror, not religion. I'm not as sure if they'd care about Judaism being in the curriculum, because from their definition of Judaism world banking is a valid topic to learn about.

You can mull it over all you want. Heck, take some vacation days if you have to delve deep into it.
