It's ownership. I think the Browns have had more owners than the Saints have had coaches since 1999.It really is remarkable that in the current state of parity in the NFL, that there is the high likelihood that two teams in the past 10 years will go 0-16.
It's incredible to think that with how strangely the ball bounces and how random "off-days" are for teams that they wouldn't have just stumbled into a win somewhere.
