I am curious how the potential lockout might affect college juniors' decision to come out for the draft. They have to declare for the draft in January and I don't believe the NFLPA and the the owners will have arrived at a new bargaining agreement by then. Seniors don't have much of a choice. Guys like Peterson at LSU and Green at UGA, however, could return for their senior seasons which would be major lift their respective teams.

Due to the overall uncertainty, don't expect a deep draft this year.

There's reports saying the owners and players union have made progress so there shouldn't be any worries about next year's draft talent, at least to the point where you're thinking the new CBA would have an effect on it.

From roto:
NFL Network's Jason La Canfora reports that the NFL and Players Union have finally engaged in positive talks toward a new Collective Bargaining Agreement.
NFL officials reportedly deemed recent NFLPA proposals to be "reasoned and thoughtful." Talks have centered on an 18-game season, but reduced OTAs as well as more non-contact practices in-season to help offset the wear and tear on players. "Both sides came away with a good impression," reports La Canfora. "Could be, finally, some positive momentum."

The juniors can declare, but as long as they dont hire an agent they can come back to college. Right?
