Bengals have right of first refusal. That rule was inacted back in 2008.

More than that. He was placed on the reserve/retired list which means his contract is in a suspended status. If he tries to come back jis contract again becomes active and he can't even talk to another team without the Bengals permission just like any other active player under contract. Same as the Favre issue in 2008 when he "retired" with the Packers.

It's not like they were going to build their defense around him, I mean they took a chance on him, but they drafted accordingly. Newsome's genius is not in question here.
