Playoff Reseeding: (shot-down) Proposition that wild card teams with better records than some division champs should be seeded higher in the playoffs on the basis of their record.

Things that were approved:

• No forceout rule on receptions, must get both feet in bounds.
• Allowing coin-toss winners to defer decision to kick to the second half.
• Field goals and XPs will be subject to review.
• Direct snap from center untouched by the QB will now be a live ball.
• 5 yard incidental facemask is gone; intentional 15 yard variety remains.
• One defensive player can now be mic'ed up.

Can anyone explain the strategy of deferring on coin toss? And does this make any kind of difference?
