I tried meatballs with a tangy, antifreeze marinade and nothing happened. It just made them hang around under my window hoping for more " treats."

Hotdogs are cheaper and would work just as well. Since you live in San Diego, I figured you'd appreciate this frugal option.

And bluegill hooks are cheaper than antifreeze

Yes an outdoor dog barking control device will work and your neighbors won’t know u use it

yep. they work. my dad put one up and within a week it's dead silence now from his neighbors 3 German Shepard who used to bark 24/7

The devices sound like the most likely (and legal/humane) option. My only concern is how they might affect my dog while he is quietly spending time outside.

we had a cat growing up named 'maggie' and within months renamed 'shut-up maggie'.

my 3 dogs sound like i have an inner-city dog pound outside. i leave them outside all weekend, week nights, and never after 9pm. weekdays, i don't let them outside, unless to pp or poopoo, from 7am-5pm. after 5pm, it is fair game.

during the day, and night, they have a house. a full-blown house.

Seems like most dogs actually want to be indoors. I think forcing dogs outside all day isn't the best idea.
