Not that I recall. But I think that the nature of the NFL owners have changed. The era of a local businessman buying the team is over. That generation of owners were still rich powerful dudes, but they were part of the community, and I think that they approached their decisions with a sense of "what would the fans like to see."
Now, the guys coming in are all billionaires to start with. And you don't make billions by having some really good used car dealerships in town. Their relationship with the fans as people is nonexistent. They don't have that connection that the older owners used to.
As the owners have gotten more out of touch with the fans, their decisions are going to be more and more fan-unfriendly. And the Commish is paid to deal with the fallout from that.

And compare how many owners grew up near the team and made their money locally
