I don't think it means much. Putting him on PUP now takes him off the 75, and he still can't be put on IR until the next cutdown without going through waivers.

Maybe they have high hopes, but more than likely he will revert to IR in week 9.

They can even carry him on PUP through week 6 and decide to IR him after. So, there is not risk.
