Non-scoring-related celebrations to be penalized 5 yards

PHOENIX -- NFL owners Wednesday approved several rule changes, but rejected the most noteworthy proposal of the week that would have moved the overtime kickoff spot from the 30-yard line to the 35 in an effort to make the extra period more competitive.
The league's competition committee had determined that this season the winner of the overtime coin toss won the game 63.6 percent of the time. Moving the kickoff forward 5 yards, it was thought, might even things out.
"We heard a lot of different points of view," said Rich McKay, chairman of the competition committee and president/general manager of the Atlanta Falcons. "There are some people in the membership who'd like to see us go to a two-possession rule. Those people are such that they don't want to vote for this tweak, but hold out for the two possessions.
