It’s only limited by the roster spots you have available for them to be activated.

So for every return you have to cut a guy - which can be tricky when you are essentially cutting an active player for someone who hasn’t practiced in 6 weeks.

but there's a 21 day window when they're "designated" forcreturn, can practice, but don't count against the active roster, correct?

Yep. Once activated they have to cut someone. But the 21 day window they don’t count.
