THAT is nuts. How can that be allowed? Guy "retires" after his team is eliminated from the playoffs and signs with another team?

No way that this has ever happened before.

NFL is an entertainment league and has nothing to do with sports. They make up the rules to fit the ratings.
 
He was elevated from the practice squad, but never promoted to the 53-man roster (COVID rule), so he's able to sign with any team.
This is the correct answer. It’s probably something the league will change next season if the expanded practice squad rules carry over but as it stands now, the Pack are within the rules to do this. It’s certainly looks fishy from an outsiders perspective- but legal.
