Packers have signed former starting OT Jared Veldheer off the Colts. He came out of retirement and was on the Colts PS but started for them in the WC round. Have never heard of this happening before.

This is the correct answer. It’s probably something the league will change next season if the expanded practice squad rules carry over but as it stands now, the Pack are within the rules to do this. It’s certainly looks fishy from an outsiders perspective- but legal.He was elevated from the practice squad, but never promoted to the 53-man roster (COVID rule), so he's able to sign with any team.
