Not that it was inconsistant, officials refused to reverse calls even when it was obvious, like they were doing it out of spite.

There's nothing inconsistent about the rule. The only inconsistency was in its application by Al Riveron.

The officials saw to it that this was never going to be applied in an equitable manner and did everything in their power to make sure it went away.

Totally agree with above...so blatantly obvious....more evidence of the Evil Empire theory.....
