If you think any part of government is going to willingly give up revenue in any form, you are crazy. Politicians can't help themselves. Money is the most powerful drug they know and will find any way to keep as much as they can.

Then it needs to be stipulated that the $$ will go toward the taxes.

Yes, but the ones doing the stipulating are the same guys who can come along later and change the rules.
Much like Social Security was handled at the national level.
Look, I'm not saying don't do it. Just don't be surprised when they find a way to keep the current system of taxation as well.
 
LA needs to find some way to get revenue from its natural resources. so far its the feds and the oil companies that have been profiting from offshore drilling and the state has been getting the shaft.
