Comp picks are not entirely based on salary FYI. Largely, but not entirely (though the exact "formula" is as closely guarded as the Coca-Cola and KFC recipes).

When awarding compensatory picks, the NFL uses a formula that accounts for a player's average salary per year (APY), snap count and postseason awards. Could it be that Davenport's contract has incentive clauses that he won't reach? If I were his team's GM, I would stipulate that incentive clauses be part of his contract, given his injury history.
