I think his phrasing was really poor. He was trying to say that the first line of police were trying to take down the shooter, but also had the goal of limiting the blast radius and containing the gunman. No excuse for not taking him down once he was trapped in a room though.

I’m going to be pleasantly surprised if he is voted out of office, from the cruz fiasco/Cancun getaway to the mass murders to the ineptitude of their elected officials we can only hope that the majority of the public sees the writing on the wall, #TurnTexasBlue
