The most likely option is they just cast Lars Mikkelson, who voice acted him on Rebels.

There is a lot of smoke to Lars Mikkleson being cast as Thrawn for live action right now, I'm hopeful.

It's the best option. He's got the already established intellectual yet menacing voice obviously and even looks Thrawnish. Much more so than RDJ.

RJD wouldn't be a bad choice for the role, but I agree Lars is the best bet to play Thrawn.
