Weird video issue (1 Viewer)

Guys, I'm having a bit of an issue. About a week ago, I started noticing stuttering while playing back videos and now it seems like I have some strange things going on with the video when I'm visiting web pages. Any idea what the hell this is?

Can't guarantee that it's the same problem that I had last year but it looks similar. That was my video card's way of saying goodbye.
