Judging by SR mentality, it's a tossup between:

Jordon Dizon, Colorado (160 tackles, 7 TFL, 4 sacks)
Curtis Johnson, Clark Atlanta (112 tackles, 27 TFL, 13.5 sacks) Actually, no matter what level he played at, those are some ridiculous numbers.
Matt Castelo, San Jose St. (141 tackles (165 the year before)12.5 TFL, 2 sacks)
