There is nothing irrational about fear of sharks. They do kill people whether by accident or not. The odds are small, but I choose not to put myself in a situation where I can't see something that might try to eat me. But, obviously, some places are more likely to have shark attacks than others.

In the US alone, 75 million people go in the ocean annually. On any given day if you choose to go in the ocean, you are likely one of 10s of millions going into the ocean that day. Even if the shark bites are underreported by 100%, there are still only .5 (one half) shark bites per day in the world.
We accept all sorts of dangers every day. Car accidents. Fatal food poisoning. Getting struck by lightning. All of those things are substantially more likely to happen than being bitten by a shark while swimming in the ocean.

All those things I can not control. I can control whether I put myself in a situation to be attacked by a shark. It's perfectly rational especially if you are at a place during a time when shark attacks are more likely.
Can you choose to take the risk knowing the odds? Sure. But that doesn't make it irrational to not take the risk while knowing the odds.
My uncle that lives there is pushing 90. I figured a trip to NYC is imminent .... if I should choose to attend his funeral. Plus I USED to love going to New York. But I kinda got over that.That would be a strange relationship, I don't even know how that's even possible. lol How? Nevermind..

Choosing not to do something you otherwise would enjoy doing based the degree of risk posed by being bitten by a shark is senseless and irrational - generically.
Yes, if you are at a place with a known frequency of shark bites particularly at a given time, and you elect behavior based on that refined risk data, that’s likely more rational depending on the degree of risk shown by that information.
Generally speaking, not swimming in the ocean for fear of sharks is irrational. Not going to New York City for fear of crime is irrational. People aren’t always rational - I get that. But it can still be pointed out that the selected behavior modification based on the supposed risk doesn’t really make sense.
