Other than the few that are nationally broadcast, they are broadcast live by local TV coverage. If you're in the local market for a game, you can watch it. You can also pay for the NFL.com preseason pass and get live out-of-market coverage at a fee (link below).
There are also not-technically-legal options on various streaming platforms and sites.
For not-live, the NFLN replays all preseason games. If you have a DVR you can find the game you want on the replay schedule and record it. But again, not live.
