Apparently there is a preliminary agreement between the Jaguars and the city of Jacksonville on building a new stadium, though there are political and legal hurdles that still need to be overcome. The capacity will be 63,000 (though it can be expanded somehow to 71,500 for the Georgia-Florida game).
It will be an outdoor stadium--but with a translucent covering of some kind that is supposed to reduce the temperature by as much as 15 degrees (I have no idea how this works).
The estimated cost is $1.4, which seems too low. Atlanta's stadium, built years ago, cost $1.6, the Nashville stadium is supposed to run $2.1, the Las Vegas stadium ran $1.9, and the palace in Los Angeles ran $5.5.
