The homeless man stood in a public bathroom, waiting to be handcuffed.

But John Rabago, a Honolulu police officer, waved a get-out-of-jail-free card. He told 37-year-old Samuel Ingall that he could avoid arrest — but only if he was willing to humiliate himself and potentially expose himself to all kinds of alarming bacteria in the process.

“If you lick the urinal,” Rabago told him, “you won’t get arrested.”

The January 2018 confrontation sparked a federal investigation that concluded on Monday, when Rabago, 43, pleaded guilty to conspiring to deprive Ingall of his civil rights.

Though the cop had initially claimed his comments were a joke that got misconstrued, a former Honolulu police officer, Reginald Ramones, also 43, who pleaded guilty in September and promised to testify against Rabago, said that the threat was entirely serious.

And Ingall evidently took it literally: He reluctantly agreed to lick the public toilet so that he could avoid going to jail, prosecutors say...........

That's really forked up. Hope he gets some serious time.
 
i've said it before, this country has a punishment boner

punishment drives not only police/courts but education, banking, insurance, medicine, et al
people are continually punished for being poor

I was actually having a very similar thought the other day, though I didn't call it a boner and it was related to something different. It was when people were crying over Michael Vick being a Pro Bowl team captain.

I love dogs. I would never support dog fighting. But come on, the man has paid his dues and apologized and not repeated the same mistake. Move on and recognize that some (not all) people are capable of change and repentance and when they are, support that. We need more of that.

I actually pulled for Vick during his return to the NFL. I love dogs and what he did sickened me, but by all accounts he paid his dues and learned from it AND wasn't expecting anything to be given to him when he came back.

If I remember correctly, he even paid off all his debts instead of eliminating them through bankruptcy
 
Jail for me. It’s not so bad, spent several 90 day stints when I was a young man. 3 hots and a cot, no biggie.

And that story is wild.

Yep. For a country that likes to tout itself as a land of second chances, we sure like to not give anyone a second chance and keep reminding them of their failures.
