No, it's not you know who, at least according to this article:

But I did find the final paragraph interesting:

As far as the league itself is concerned, Goodell isn't nearly as bad as Bettman. Can't believe I am saying that, but Bettman has been in several lockouts during his tenure. He has ruined hockey IMO. Yes, Roger has ruined football, but at least there's no work stopages.
