I've got Colts 7 Bears 0. $650 a quarter. Looking solid.

so do i have to match both #'s per square to win ?

Yes. If the score at the end of the 1st quarter is Bears 7, Colts 13, then whoever's square results from Bears with #7 and Colts with #3 wins that quarter.

I have 4 and 4. And Bears 0, Colts 5.

I didn't fare as well this year: I have 9 and 9 and colts 4, bears 9.

since #'s go across and down, do i get one number for bears and one for colts per square i've purchased ?? first time in a pool

Generally that is how most SB pools work, Colts may go Vertical, Bears Horizontal (visa/versa) it clearly posted which team is which

If you have Colts 7 / Bears 0 that has to be the score at the end of the quarter(s) for you to win $$
