Every clickable (read: non-paywalled) story I can find doesn't seem to contain any firm reason he'd have for appealing for another year of eligibility. This is in contrast to Diego Pavia of Vanderbilt, whose case for another year (which has been temporarily granted, btw) was based on his juco experience. He was claiming his juco years shouldn't count the same way his NCAA years do.Source: Syracuse quarterback Kyle McCord fighting to be eligible to play in 2025

The star quarterback is challenging an NCAA ruling in order to become eligible to return to college in 2025.www.syracuse.com
So far, I don't see where McCord seems to have a case to return to Syracuse. In any case, he's only a mid-round draft pick right now AT BEST.
