we went to Gatlinberg, TN a couple years ago and me and my son rod the skylift up to the top of the mountain. there were no harness or seatbelt that i recall.
My son was scared at first but once he realized it was ok, he was fine. What he did not like was crossing the sky bridge with the glass bottom.
