I don't understand. Is this deal ( and others) just an announcement of an agreement reached, or an actual signing?

I thought FAs could not actually sign until Wednesday 3/12.

Last year showed that the team is only as good as its depth talent. Last year, they started the season with 4 very good to great corners (4!), and now they have 2, in a league that plays in nickle more often than not. So yeah, I believe they have even more holes to fill now.
