That ball should be at least 4 yards back with the fumble. Inside 2 minutes, doesn't the person who fumbled the ball have to recover? If so, wouldn't this also be a penalty? I may be wrong here.

That rule is on 4th down only. It goes back to the holy roller td the raiders scored against the chargers back in the 70's
