Never ever heard of such a rule. I still cannot figure out the call and what the ruling was.

Is it the Saints fault the clock wasn’t running? Why would the official spot the ball and not start the clock? Why would the officials allow the Saints to even snap the ball?

I DON’T GET IT!

It was legit. Winston thought the clock was still running and that he was tackled in bounds. The refs stopped the clock because Landry got up and ran out of bounds. It’s a penalty to spike on a stopped clock.
 
Landry was down by contact. Clock should have started OR refs should have let Winston know it was called out of bounds.

Chump move to call that penalty on him.
BEcause bet your you know what if Landry would've gotten up and housed it, they would've called it down by contact at the point of catch
 
That was definitely an officiating gaffe.

Spiking the ball on 3rd down and short with nearly 30 seconds left was our gaffe. And that one could've directly cost us the game.
I said that to my family and friends here watching the game. There was no need to hurry up and spike it. But it will be an awareness learning session for sure.

The refs explanation would mean that every spike would be an intentional grounding
Yep, even if the clock has stopped, when the ball is snapped, the clock starts again, so it's running, you can spike the ball. Total BS call on the refs, just one of quite a few questionable decisions they made in that game.

Right, it was a penalty.

But Landry was obviously down by contact, so much so that Winston didn't think it was even possible he wasn't. Refs should have made their original call of out of bounds clear.
