If that was the Saints intentions why did they restructure Carr?

Because it was the only reasonable way to get under the cap and Carr refused to take a pay cut. Plus, Carr is more than likely only here for one more year so trading up for Ward wouldn't really change anything about Carr's future. If you trade up for Ward, you likely keep Carr for a year and then release him next year after he has mentored Ward for a year. Or, if Carr doesn't want to be a mentor, you trade Carr after June 1.
 
Does trading up magically make the player worse? I’m sorry but that doesn’t make sense. It’s far more likely that most trade-ups don’t involve the #1 pick. And as you can see above…there isn’t a 100% hit rate, but the rate is never going to be 100% for any pick. Heck…look at our recent history of 1st rounders. And the upside (and relative hit rate) is high…as I’ve pointed out.

I would buy that if they didn't restructure almost enough players to not have to restructure DC. They didn't have to restructure Mathieu , DD, Shepard, Saunders and a few others because they did restructure DC
 
Guess I should have said.... we have tried your method since Brees retired time to try something else.... doesn't have to be this year can be next year or the next....
The Saints have not picked any QB's between 1st round #10 and 2nd round #10. About half of the Super Bowls have been won with teams that picked a QB in that range.

Picking a QB in the top 10 is not necessary to build a Super Bowl winning team and there's no significant correlative advantage to support doing it.

Add in Loomis wanting to be more active in free agency this year and there was no other choice but to restructure Carr since he wouldn't take a paycut.

Ward was literally preparing to sign with the Saints when the Colts came in at zero hour and outbid them. Given the Colts paid $20m/yr, the Saints were absolutely at a minimum of $18m/yr. If the Saints had landed Ward and Reid, that alone in theory would take the current $30m in cap space down to $12m, add $5.4m in cap to sign the draft picks and Loomis' always keeping $4-5m around for emergency signings and suddenly the Saints extra cap space is gone.
