It'll be interesting to see what happens if the Falcons cut Cousins and roll with just Penix.

It might be risky given Penix's injury history, specifically 4 straight college seasons with season ending injuries.

The Falcons would be rolling the dice that that was bad luck and not a sign of something individually specific to Penix. They'd probably want to sign a veteran backup or draft a rookie backup for 2025.
