Loomis says less in public than any other general manager who by title is the head of football operations I can think of. Part of that vacuum is filled by Payton, who is bright and articulate, and who can give really insightful interviews to those in the national media. But Loomis, who rarely surfaces in public, says so little when he does surface, though he is someone else who can be more expansive when talking to the national media in contrast to his appearances before the local media.
