A snippet from the article:
Under that approach, Derek Carr would serve as QB1, Hill would fill the role of QB2, and Jameis Winston or rookie fourth-rounder Jake Haener would be the emergency third quarterback. The third quarterback could play only if both Carr and Hill were both unavailable due to injury or ejection.

This is interesting. That means that if QB1 is injured, Taysom has to play QB. Not an option to bring in one of the other 2 QBs unless Taysom were to get hurt also.
I understand the benefit of dressing an additional player. Interesting.
Yea I’m very confused on it as I’m reading it that way too. Interesting for sure.
 
The way I look at it is Haener probably isn't working out. Carr -> Winston -> Hill -> Haener unless they plan to cut Haener or move him to PS.

So confusing to me as seems the way it’s written the 3 can’t come in the game unless 1 and 2 are hurt? Does that mean only at QB and Taysom can still play all over, no matter what? If so then I don’t mind this move at all.
By rule, it seems Winston would have to be emergency QB on gameday so Taysom can enter the game anytime at multi positions/packages while he’s listed as a QB.
 
There's no funny business going on. This team isn't going into games with Taysom as #2 QB after he got zero QB reps in camp.

They're just giving themselves flexibility should an injury occur down the line.

Taysom got QB reps in TC, just not everyday or most practices. I remember reporters tweeting that he was working with the QBs on some days.
