I live on a tidal creek with a wooden dock that the raccoons use at night for their various nocturnal purposes (I never see them in the day, don't know where their den is). Sometimes I hear them fighting out there, and they definitely sheet under the bench. Apparently raccoon sheet is full of stuff that you don't want around (see below). We also have a cat that sometimes stays out after dark, though he's usually in the house after about 9pm or so - and I know that raccoons and cats will fight.

So what to about these raccoons? It's their habitat, I recognize - the dock is over marsh on a tidal creek, it's not like they're coming into the city and living in my crawlspace. I don't think I can expect that they not be around at all, nor do I want that. But I'm wondering if there's anything I can put on the part of the dock where they are hanging out and sheetting. I know that owls are a predator, maybe I can get one of those plastic owls but I think raccoons are fairly smart, they would figure that out.

I wonder if some kind of motion-triggered hologram of a coyote is available. I'm thinking a 21st century solution to this problem. Taking suggestions.

When I was a kid my mothers best friend had one she raised from a baby. The neighbors hated her because some nights he would get out and turn over every can on the street. And my step mother would feed them on her back porch. I counted as many as 18 in one night.
 
I've unfortunately seen the aftermath of a racoon walk into a dogs' kennel with 5 dogs in it and eviscerate a miniature dachshund and tear out the eye of a jack russell. The coon walked in there for the dog food. That jack russell always thought he was big and bad until that day. There really is only one solution for your problem.

I don’t think I can kill all the raccoons that live in the marsh.

Seriously though, you can probably get some traps and then haul them way off to release. It will likely be a recurring issue, but even if you kill them more might move in after.

You might try motion sensor lights. Also there may be a nuisance alarm that works on their hearing frequency that could drive them away. A combo of lights and loud shrill noise could make them afraid of the area.
 
They are plentiful in my area as well. Don't store any pet food outside. They'll run away from humans unless they
are cornered. Don't approach them if you see them in the wild. They are one of the main carriers of rabies.
 
Maybe try fox urine or some other predator's urine. It may be difficult for you to collect the urine yourself(heh), but feed stores may have something like that. Your local animal control may have suggestions as well, but I doubt they'll offer to trap them because like you said, you're imposing on their habitat.
 
I have an ongoing coon issue as well... I've implemented several hardware deterrents to no avail. When thwarted, time is on their side and they are bold and relentless explorers of work-arounds. It's to the point now where they've nominated the more athletic members of the tribe to climb, jump, hang with one hand while scooping and doling out food to all their fat, lazy buds on the ground below. It's a nightly feast, which they follow up by doing back-stroke and lounging in the water trough... and they sheet EVERYWHERE....

Diligent eradication seems to be the only viable option.
 
Just set something like this up, throw some python code for it to identify raccoons (although most of what I've seen will probably target your cat as well).




I started building out something like this to shoot water at squirrels.
