Was it a penalty, NO! Perfectly legal.
Did I say it was illegal? NO! It's still chicken sheet cause he had a clear shot to take him down from the waist and he made the choice to hit him at the knees.
 
I hate Collinsworth but he said that the defenseless rules are for high hits, so defenders are going low to avoid the penalty. Don't be shocked when basically every offensive player has a "strike zone".
I'm pretty sure I've seen defenseless receiver calls for hits like that because that can cause head and neck injuries when landing on the ground. But idk for sure if that's still a rule or whatever.

Well, i think he made a business decision. If it was a WR, I'd agree with you, but a big TE is much more likely to break a waist tackle or hit. You gotta hit a TE low to get them down.

It's kind of bitter sweet to see Stafford in the wrong uniform.

I believe it is a "strike zone" in the upper chest and head, and hitting the legs is legal. The intent of the rule is to eliminate forcible hits to the head and chest while the receiver is trying to catch a pass and not focused on an incoming defender.

Really, the TE has 30-40 pounds and a few inches in height. Trees go down from the bottom. How about just touch football rules for you. Can’t hit high, can’t hit low, knees to chest is the strike zone. Just because you don’t like it doesn’t make it chicken crap.

And, yes the defender made the correct choice in that situation.
